This is a little tricky: apparently there are two different "historical etymologies" of Rohan: (1) in UT, where Hallas is said to have devised the name and (2) in PM, where Rohan is said to be a translation of the native Lōgrad. Now, the two views are necessarily incompatible - Hallas might have picked up the meaning of the local Lōgrad, thus translating it to Sindarin Rochand, which later evolved into Rohan.
