"An outlaw driven from Dunland;" isn't that kind of like Steve Adlar being kicked out of Guns N Roses for being too wild? Does this truly mean that he somehow gained the ire of whatever passed for seperate authority of the Dunlendings other the Saruman, or was he in fear of the Rohirim and their justice?

Below is the quote from Unfinished Tales.
"Some while ago one of Saruman's most trusted servants (yet a ruffianly fellow, an outlaw driven from Dunland, where many said that he had Orc-blood) ..."
