I found an interesting picture of Pengolodh, who has no images in TG. The artist is called Silke, but her web is completely dead and I can't find any way to contact her. What to do in these cases? Do we need anyway her permission to upload the file?

Based on the Images Policy as long as you use the right format and quote the copyright holder it should be fine.
