An equivalent title to 'High King of the Noldor', but somewhat less common. It was originally borne by Finwë, and passed down through his descendants to Gil-galad.
However, the term "High King" is only used for a king who rules several other petty-kingdoms. By that definition only Fingolfin, Fingon, Turgon and Gil-galad could claim that title.
