The Free Fair was a festival that the Hobbits held during the three days of Lithe. It took place in the White Downs near Michel Delving and among the attractions was the election of the Mayor of Michel Delving held every seven years. It was called 'Free' because anyone could set up a stall without charge.[1]

At the Free Fair of S.R. 1420 Frodo Baggins resigned as Deputy Mayor and Will Whitfoot returned to office for seven years.[2] In 1427 Will Whitfoot resigned and Samwise Gamgee was elected Mayor, beginning the first of seven terms in office.[3]
